GFPC Statement on the issuance of Proclamation 1017 - State of Emergency in the Philippines
The Geneva Forum for Philippine Concerns (GFPC) denounces, in the strongest possible terms, the Arroyo administration for the issuance of Proclamation 1017, placing the entire country under a “state of national emergency”. It is ironic that Gloria Macapagal Arroyo chose the 20th anniversary of People Power revolution that ended the tyranny of the Marcos dictatorship to bring back the specter of the dark period of martial law. We believe that the alleged “coup attempt” is just a pretext for the GMA regime to institutionalize martial law all over again, cow into silence the growing people’s opposition and cover up the numerous scandals and scams besetting her administration and thus perpetuate herself in power.
As Filipinos overseas, we are members of two societies: here in Europe, where we stand steadfast over our own rights, and in the Philippines, whose nationals we remain. We are in solidarity with the Filipino people, overseas and in the Philippines, in condemning the outright banning and the violent dispersal of all demonstrations and rallies; the warrantless arrests and detention of prominent opposition figures and numerous Filipino citizens exercising their right to assembly, including children as young as seven years old; the warrantless searches; the harassment and filing of inciting to sedition, rebellion and coup d’etat charges against Representatives of Party-list groups and other opposition personalities; the “gestapo” raid and take over of the newspaper office of the Daily Tribune, and the threat of the Philippine National Police (PNP) to take over other media outlets who “are threats to national security”.
We demand an immediate end to this state of national emergency which we deem to be unconstitutional. Moreover, as the Philippines is a state party to the UN International Covenant on Civil and Political Rights, the Philippine government has violated the international guidelines set down by the UN Human Rights Committee on the proclamation of states of emergency.
We are one with the Filipino people in resisting Proclamation 1017 and asserting the people's right to free speech, expression, and assembly. We call on the appropriate UN human rights bodies and experts, international NGO’s, churches and civil society groups, and foreign diplomatic missions to urge the Arroyo government to immediately rescind Proclamation 1017. We also request the international community to continue monitoring the situation and to ensure that basic human rights are respected and protected.
RESIST and DEFY Proclamation 1017!!! Martial Law, Never Again!!! Long Live the spirit of the EDSA people power revolution!!!

Geneva Alliance against creeping martial rule
A delegation of an alliance called "GAGA 1017" or Geneva Alliance against GMA’s Proclamation 1017, trooped to the office of the Philippine Mission and the Consulate General in Geneva, Switzerland to register their continuing protest and deliver their statements demanding the immediate stop to the creeping martial law in the Philippines.
While originally the delegation was to demand the immediate rescinding of Proclamation 1017, which Gloria Macapagal Arroyo announced “lifted” this morning, the group still decided to continue with the protest action. A spokesperson for the group says that despite the so called “lifting” of the state of emergency, the effects of 1017 continues with continuing human rights violations.
The GMA regime can no longer fool the people as long as civil liberties like the right to free speech, expression, and assembly continues to be curtailed. Quoting the late Ka Bert Olalia, the "GAGA 1017" spokesperson says “this is just another “hokus-pokus”.
The group called for an immediate stop to the the warrantless arrests and detention of prominent opposition figures, the outright banning and the violent dispersal of all demonstrations and rallies; the harassment and filing of inciting to sedition, rebellion and coup d’etat charges against Representatives of Party-list groups and other opposition personalities, and the muzzling of the media.
"GAGA 1017" is an alliance in Geneva, Switzerland composed of Akbayan, Bagtasan, Geneva Forum for Philippine Concerns, and Migrante.

STATEMENT OF GAGA 1017 ON THE STATE OF NATIONAL EMERGENCY
Gloria Macapagal-Arroyo has really gone gaga. In her desperate attempt to quell the Filipino people’s anger against her corrupt and bankrupt regime, she has screwed up again by issuing Proclamation 1017, placing the entire nation under a state of national emergency. This boo-boo was even done during the EDSA people power anniversary when everyone was suppose to be out in the streets celebrating the end of the tyranny of the Marcos dictatorship. However, the moron (moroness?) did not get the point and instead ordered her storm troopers to raid the newspaper offices of The Daily Tribune and Abante; violently disperse all protest demonstrations and rallies- arrest all of them including those bratty children; and to hunt down and detain those rubble rousing members of the opposition, party list representatives, and even the military.
While the left and the right are different political poles very far apart, in terms of ideology and programmes, and that these groups are suppose to hate each other’s guts, this idiotic regime sees a “leftist-rightist conspiracy”. We don’t know if National Security Adviser Bert Gonzales takes large doses of LSD but surely these hallucinations have already gone too wild and out of hand. Although the dictator Marcos has used this “leftist-rightist” conspiracy theory before, any freshman student in political science will say that “its bullshit” or to quote the professor from Utrecht, “it’s just a lot of hogwash”.
This statement is supposed to be condemning and denouncing, exposing and opposing, and the usual propaganda-agitation work. However, life has also been made simple by this Proclamation 1017, declaring a state of national emergency—indeed it can be called the “mother of all goof ups”. The divided left, instead of killing each other, has somehow got together—and the miracle is that it includes the right too!!!! Imagine, Congressman “Ka Bel” Beltran charged together with Gringo Honasan and the RAM boys!!! Also, it has helped those old stubborn “destabilizing” Bishops get the nuns and priests out of the convent and into the streets. The middle forces are now of course --in the middle of Ayala and Paseo de Roxas avenues again.
Like the GMA regime, we too are going so gaga with the present state of the nation. The number of bloopers and screw ups from the Hello Garci tapes, the Agri mess, jueteng scandal, to the issuance of Proclamation 1017 have further made the Philippines the laughing stock of the world. And this time, it isn’t funny anymore. We therefore demand that the GMA plagiarized Proclamation 1017 be rescinded as soon as possible because as Imee Marcos says “you're a second rate, trying-hard copycat! And lastly, we hope that GMA gets our point now… so step down and get the hell out of there!!!
